Contact channels
Can you collect debt on WhatsApp? Check Meta's policy first
What Meta's current WhatsApp Business policy says about debt collection and what to verify before choosing a collections channel.
For: Collections leaders reviewing channel policies and contact alternatives
Do not assume WhatsApp Business permits debt collection: its current policy includes debt collection in the list of services it does not allow businesses to facilitate. The text does not detail every edge case, such as collecting one's own debt versus collecting for third parties. Consent, an approved template, or compliance with Colombia's Law 2300 does not override platform policy; verify the specific use before activating a workflow.

WhatsApp Business policy is an independent control
In its section on prohibited organizations and uses, WhatsApp Business Messaging Policy includes debt collection in the list of services businesses may not facilitate, regardless of local licenses or registrations. The text does not explain every edge case, such as a business collecting its own debt versus a provider collecting for third parties. Do not assume the channel is permitted just because there is consent, an approved template, or legal authorization. Review the current policy and confirm the specific case with the platform and legal counsel before designing the workflow.
- Check the activity category and service model
- Do not confuse legal permission with platform permission
- Confirm applicability before campaign or automation design
02
Colombian law does not replace channel policy
Colombia's Law 2300 regulates authorized collection channels and contact conditions, and extends its framework to commercial advertising messages. For collections, it sets contact windows, excludes Sundays and public holidays, limits frequency after direct contact, and prohibits contacting personal or other references; guarantors, co-debtors, and joint debtors may be contacted under the same conditions in the law. The different-hours exception requires the consumer's express request in an instrument separate from and subsequent to the contract. Compliance with the law is necessary, but it does not authorize a use prohibited by the platform.
- Record the channels the person authorized
- Respect hours, frequency, and exclusions
- Do not contact personal references
- Validate exceptions with legal counsel

Design operations around permitted channels
Before choosing a channel, check both its regulatory availability and its current usage policies. In a pilot, measure observed recovery by delinquency band, kept promises, time to payment, complaints, and cost per account worked. Keep results separate by channel and do not claim causality without an appropriate comparison design.
- Observed recovery by cohort
- Promises kept on time
- Time from contact to payment
- Complaints and escalations
- Operating cost per account worked
Frequently asked questions
Can debt collection be done through WhatsApp Business?
The current policy includes debt collection in its list of services businesses may not facilitate, but does not detail every edge case. Do not assume the workflow is permitted because there is consent or an approved template; check the current policy and the specific case before using the channel.
Does compliance with Law 2300 authorize the channel?
Not by itself. Colombian regulation and WhatsApp policy are separate controls; complying with one does not replace the other.
